UN High Commissioner for Human Rights Volker Türk on Monday presented an oral report to the Human Rights Council on the situation in Venezuela. <\/p>\n
Turk emphasized that the people of Venezuela are now experiencing conflicting feelings: hope, fear and deep uncertainty. The main event of recent months has been the US military intervention, after which the Venezuelan authorities declared a state of emergency. According to Turk, this led to the expansion of the powers of security forces and armed groups, which increased the atmosphere of fear among the population. The High Commissioner called on the government to review the emergency decree and ensure that it complies with the principles of necessity and proportionality. <\/p>\n
“Correcting the mistakes of the past” <\/h2>\n
At the same time, the authorities took steps that Turk described as an attempt to “correct the mistakes of the past.” An amnesty was announced in mid-February, however, as the High Commissioner noted, the relevant law was developed without sufficient consultation with society. <\/p>\n
According to the government, about 7,700 people were included in the amnesty. The Office of the High Commissioner has requested an official list of those released and access to a number of detention facilities, but has not yet received a response. Turk stressed the need for greater transparency. <\/p>\n
Since the previous update, the Office has confirmed the release of approximately 950 people. Among them are human rights activists, journalists, trade union activists and political figures. Turk emphasized that these people should not have been detained. He expressed hope that the practice of arbitrary detention will be completely stopped and that the authorities will ensure the protection of freedom of opinion and the activities of human rights defenders. About 60 prisoners were able to contact relatives for the first time in a long time. <\/p>\n
Systemic problems <\/h2>\n
Despite some positive steps, systemic problems in the field of human rights persist. The department continues to receive reports of torture and ill-treatment of prisoners. Many people remain in arbitrary detention, including the elderly, people with disabilities, the seriously ill, and at least one child. <\/p>\n
Civic space in Venezuela remains extremely limited, with years of repression leaving people afraid to speak out. The law on oversight of NGOs continues to impede the work of civil society and, according to Türk, should be repealed. He also expressed the hope that the revision The “Hate Law” will lead to ending its use to suppress dissent. <\/p>\n
Socio-economic difficulties <\/h2>\n
Economic and social difficulties continue to seriously affect the population. People face problems accessing healthcare, water, sanitation and food. There are protests across the country against extremely low wages that do not cover basic needs. <\/p>\n
Turk called on the authorities to ensure full respect for freedom of peaceful assembly. He paid particular attention to the situation of indigenous peoples, who face serious barriers to accessing health care and continue to suffer high mortality rates. There is still no progress on the issue of marking their territories. <\/p>\n
The High Commissioner stressed that any economic reforms, including investments in the oil and gas sector and the extraction of critical minerals, must ensure the sovereignty of the Venezuelan people over natural resources and serve to promote economic, social and cultural rights, as well as environmental protection. <\/p>\n
The need for deep reforms <\/h2>\n
In the final part of the speech, Turk outlined the key areas of action, which, according to him, should determine the future path of the country. He called on the authorities to immediately and unconditionally release all those who remain in arbitrary arrest, expand civic space and ensure the protection of journalists, human rights defenders, trade unions and NGOs. The High Commissioner highlighted the need for deep justice and security reforms, including dismantling legal mechanisms that have allowed political dissent to be suppressed. <\/p>\n
Concluding his speech, Turk emphasized that the future of Venezuela should be determined solely by its people. He called on the authorities, the opposition inside and outside the country, as well as all political leaders to unite around human rights and put the interests of the people first. <\/p>\n
